Officials of the Marine Products Export Development Authority (MPEDA) have appealed to small and marginal farmers to form societies and enrol with the authority.

MPEDA and Rajiv Gandhi Centre for Aquaculture (RGCA), a research wing of the organisation, conducted a five-day training programme for Scheduled Caste and Scheduled Tribe aqua farmers on ‘Eco Sustainable and Development Scopes in Aquaculture’ at Manikonda in Krishna district.

Speaking at the valedictory of the training session on Saturday, Assistant Director (Export Promotion) Archiman Lahiri said many small and medium farmers were taking up fish, prawn, and crab culture in traditional methods.

‘But middlemen are deceiving the farmers by supplying seed at higher price and giving them poor quality seed, leading to less production. Many farmers are in the grip of middlemen in villages,” said Mr. Lahiri.

MPEDA Deputy Director (Aquaculture) S. Kandan advised the farmers to follow scientific methods for sustainable aquaculture and for maintaining ecosystem.

During the field visit, Dr. Kandan taught the farmers better practices in aquaculture.

“If farmers raise shrimp by maintaining sufficient water levels, oxygen in tanks, sufficient seed in a tank by supplying quality seed, they can prevent viruses and achieve good production,” he said.

“Some agents are making aqua farmers do captive culture by investing on ponds. The middlemen will keep the farmers in the dark on the market price, sell the produce to export companies at a good price, and give some amount to the farmer,” Mr. Kandan said, and asked the small farmers to avail themselves of the schemes introduced by the government by forming societies.

Field visits to farmers

“We arranged field visits to the farmers, showed hatcheries and shrimp at different stages. Some thousands of farmers are doing traditional farming in coastal districts. If they take to scientific farming, they can minimise lossess,” said RGCA Assistant Programme Manager B. Appala Naidu.

Junior Technical Officer P. Srinivasulu said that the MPEDA would supply Specific Pathogen Free (SPF) seed to the registered farmers, visit the ponds and give necessary suggestions for yielding quality production.

National Centre for Sustainable Aquaculture (NaCSA) Field Manager N. Ravindra, Fisheries Development Officer Raghava Reddy, and Field Assistant Suman acted as mentors.

ఈ వేసవి కాలంలో రొయ్యల సాగు గణనీయంగా తగ్గుముఖం పట్టనుంది. పెరుగుతున్న ఉష్ణోగ్రతలే దీనికి ప్రధాన కారణం. వర్షాకాలంలో సాగుచేసిన రొయ్యల పంటను మూడు వంతుల రైతులు తీసేయగా, మిగతా రైతులు సైతం చెరువుల్లోని రొయ్యలను అమ్మి సొమ్ము చేసుకునే పనిలో నిమగ్నమయ్యారు. నిజానికి గత సంవత్సరం జనవరి, ఫిబ్రవరి నెలల్లో పంటను సొమ్ము చేసుకున్న రైతులు.. వేసవికాలం సాగు వైపు మొగ్గుచూపారు. అయతే ఈ సంవత్సరం మాత్రం వేసవి కాలంలో రొయ్యల సాగు తగ్గనుంది. ముఖ్యంగా ప్రకాశం జిల్లా వ్యాప్తంగా ఆక్వా సాగు సాధారణంగా ఐదు వేల హెక్టార్లలో ఉండగా, ఈ వేసవి కాలంలో మూడు వేల హెక్టార్లలోనే సాగుచేసే అవకాశాలున్నాయని జిల్లా మత్స్యశాఖాధికారి లక్ష్మీ నారాయణ తెలిపారు.

వేసవి కాలంలో ఉష్ణోగ్రతలు భారీగా పెరిగితే రొయ్యల చెరువుల్లోని ఉప్పునీటి శాతం పెరిగి దిగుబడులు గణనీయంగా తగ్గిపోయే అవకాశాలున్నాయి, దీంతో రైతులు ఆచితూచి పంటను సాగుచేయాలనుకుంటున్నారు. గత సంవత్సరంతోపాటు ఈ సంవత్సరం కూడా భారీ వర్షాలకు అవకాశం లేదని తెలుస్తోంది. దీంతో ముదిరిన ఎండలు రొయ్యల సాగుకు ఏమాత్రం అనువు కాదని రైతులు భావిస్తున్నారు. చివరకు సముద్రపు క్రీకుల్లో సైతం ఉప్పునీటి శాతం పెరిగిపోయే అవకాశం ఉండటంతో రైతులు సాగుకు వెనుకడుగేస్తున్నారు. అయతే కొంతమంది రైతులు మాత్రం ప్రస్తుతం ఉన్న ధరలను చూసి సాగు చేసేందుకు ఆసక్తి కనబరుస్తున్నారు. ఏప్రిల్, మే నెలల్లో వాతావరణంలో మార్పులు సంభవించి వర్షాలు కురిస్తే దిగుబడులు పెరిగే అవకాశం ఉండటంతో వారు సాగుకు మొగ్గు చూపుతుండగా, మెజారిటీ రైతులు మాత్రం సాగుకు దూరంగానే ఉండాలని భావిస్తున్నారు.
ఇకపోతే అంతర్జాతీయ మార్కెట్‌లో రొయ్యలకు మంచి గిరాకీ ఉండటంతో రైతులు వేసవికాలం కాకపోయినా వర్షాకాలంలోనైనా సాగు చేసేందుకు ముందుగానే కౌలుకు చెరువులను తీసుకుంటున్నారు. గతంలో హెక్టారు పదివేల రూపాయలకు కూడా అడగని కౌలుదారులు నేడు 50 వేల రూపాయలకు పైగానే అడుగుతుండటంతో రొయ్యల చెరువులు సాగు చేయనివారు కౌలుకు ఇచ్చే పనిలో నిమగ్నమయ్యారు.

రొయ్యలకు దిగుమతి సుంకాన్ని భారీగా పెంచుతూ అమెరికా నిర్ణయం తీసుకుంది. రొయ్యల దిగుమతిపై యాంటీ డంపింగ్ డ్యూటీని 4.89శాతం పెంచింది. ఇది గతంలో 2.96 శాతంగా ఉండేది. దిగుమతి సుంకాన్ని పెంచడం వల్ల అమెరికాకు భారత్ రొయ్యల ఎగుమతులు తగ్గుతాయని వ్యాపారులు అంచనా వేస్తున్నారు. ఈ నిర్ణయంపై భారత్ అధికారులు అమెరికాతో మాట్లాడటానికి ప్రయత్నిస్తున్నారు.

MPEDA) has partnered with Tata Trusts to help rural communities which are dependent on fisheries and aquaculture. The partnership will support better fishing practices, besides developing market linkages and measures to be taken to ensure sustained, quality seafood exports

An MoU in this regard has been signed between MPEDA and Tata Trusts in Bengaluru in the presence of Rita Teaotia, Secretary (Commerce), to undertake collaborative efforts and activities to bring better living conditions to the rural communities whose livelihoods are linked to fisheries and aquaculture.

Through this MoU, MPEDA and Tata Trusts will strive to address several key issues facing the fisheries sector including low volume of catch, low productivity in aquaculture and depletion of fishery. It will also help resolve issues surrounding low price realisation due to several layers of intermediaries, and disconnect to better access to markets as well as a lack of safe, hygienic conditions.

The MoU aims at addressing these problems by looking at a shift to culture fisheries, from the predominant capture fisheries, through the development of the best quality of fish broodstock for promoting seafood exports, and then linking this produce to export markets.

Another focus area of the MoU would be on arriving at ways of improving the fisheries infrastructure, with a strong focus on hygiene, thereby providing an ecosystem necessary for exports.

Together, MPEDA and the Tata Trusts will strive to improve the fisheries development plans for Andhra Pradesh in the first phase and then expand to other states after mutual consultation.

Central Institute of Brackishwater Aquaculture (CIBA) have developed indigenously formulated feed for the multi-billion dollar shrimp industry, which is being dominated by a few foreign companies.

Branded as Vannamei Plus, the Indian-made feed is highly cost-effective, while matching the output levels of international brands.

The technology is attracting large-scale farmers and entrepreneurs from different aquaculture States like Andhra, Gujarat and Kerala. Three medium-scale feed mills have been built in several states and will be inaugurated later this month to meet the local demand.

CIBA director Dr K K Vijayan told Express that in shrimp aquaculture industry, the feed constitutes 60 percent of cost of production. In the last five years, the cost of shrimp-feed has more than doubled. The current market price is Rs 88 per kg, while the actual input cost is under Rs 50. Companies thus enjoy large margins. Firms offer high commissions along with fluid sops to dealers including lavish foreign trips to secure their market dominance.

“Now, through Vannamei Plus, we want to cut the cost of production by at least 20 percent. To produce one kilo of the commercial feed, it costs Rs 140 per kilogram. With Vannamei Plus, the cost is reduced to Rs 91 per kilo.

There is huge scope for small and marginal farmers to enter the market using the low cost Vannamei Plus,” the director said and added that the institute is in talks with  NFDB to lend soft loans for farmers for setting up feed mills using CIBA technology. Karuna Raju, a farmer from Baptla in Guntur of Andhra, has invested Rs 1.5 crore to build a feed mill using CIBA technology to produce Vannamei Plus for his 50 hectares of shrimp farm.

Dr K Ambashankar, principal scientist and in-charge nutrition group, CIBA, said the technology needs to become more mainstream with  small and medium scale feed mills that need to be set-up across the country.

The Kerala University of Fisheries and Ocean Studies (KUFOS) will promote organic shrimp farming in the State. A preliminary meeting was held at the university on Monday with Gerhard Zurlutter, a representative of Coop Cooperative, Switzerland, to study the prospects of organic shrimp farming using the resources of the mangroves available along Kerala backwaters. The Coop Cooperative is an international agency promoting organic farming worldwide and offered its support to KUFOS to develop a an organic shrimp farming model for Kerala, said a press release here. Mr. Zurlutter visited the farms and ponds at KUFOS and reviewed the possibilities of shrimp farming.

The ICAR-Central Marine Fisheries Research Institute has released a virus diagnostic kit specific to betanoda virus that infects marine fish.

The kit was released during a function held at the Central Marine Fisheries Research Institute by Trilochan Mohapatra, secretary, Department of Agricultural Research and Education and director general of the Indian Council of Agricultural Research.

Betanoda virus causes Viral Nervous Necrosis (VNN), also known as viral encephalopathy and retinopathy in larvae and juveniles of marine fin fish for which no effective treatments are available and those fish surviving the infection remain carriers of the virus, facilitating vertical and horizontal transmission.

Preventive steps

Hence, only preventive measures such as vaccination, regular screening of broodstock, eggs, larvae and fingerlings, besides effective disposal of positively diagnosed specimens, are options available to prevent disease outbreaks associated with betanodavirus in hatcheries and aquaculture farms, said a press release here.

Cost-effective

The kit is highly specific and cost-effective. Positive reaction is diagnosed by a green fluorescence that can be perceived by the naked eye under visible or UV light and there is no need for sophisticated equipment like a thermal cycler or trans-UV illuminator as in the case of other molecular diagnostic approaches.

The kit released on Monday is meant mainly to screen marine brood stock fish to ensure certified specific pathogen-free eggs and larvae in a sensitive and rapid way. It will also help timely identification of betanoda viral infections in fish hatcheries and aquaculture systems during routine screening of eggs, larvae, fingerlings as well as trash fish used as feed during culture operations.

Hatchery production of marine fish seeds is economically important in the context of enhanced marine fish seed requirements arising out of the increasing popularity of marine cage culture along the Indian coast, the press release issued here said.

ఒక పక్క వైరస్, మరోపక్క ఫంగస్ వ్యాధులు విజృంభించడంతో రొయ్యల రైతులు ఆందోళన చెందుతున్నారు. ఆక్సిజన్‌తోపాటు, చెరువులోని నీటిలోపాల వల్ల ఈ వ్యాధులు సోకుతున్నాయి. వనామి రొయ్యకు వచ్చే ఈ వ్యాధులను నిర్మూలించడం రైతులు, శాస్త్రవేత్తల తరం కావడంలేదు. వాతావరణంలో వచ్చిన మార్పులతోనే ఇవి సోకుతున్నాయని రైతులు చెబుతున్నారు. ప్రతిఏటా ఇదే దుస్థితి తలెత్తుతోందని, ఒక్కసారిగా విజృంభిస్తున్న వ్యాధులు రూ.వేల కోట్ల రూపాయలను దిగమింగేస్తున్నాయని ఆవేదన చెందుతున్నారు. రొయ్య డొప్పపై బూడిద రంగు, ఆకుపచ్చని జిగురు వంటి పొర ఏర్పడడాన్ని పాకుడు వ్యాధి అని పిలుస్తారు. ఇది ప్రస్తుతం అక్కడక్కడ కనిపిస్తోంది. దేహంపై నల్లని తుప్పు రంగు ఏర్పడడాన్ని బ్రౌన్ స్పాట్ వ్యాధి అని, మోప్పలు నలుపు రంగులోకి మారడాన్ని బ్లాక్‌గిల్ అని, ఎరుపు రంగులోకి మారడాన్ని రెడ్ గిల్ అని,  రొయ్య మీసాలు, తోక కుళ్లడాన్ని రాట్ వ్యాధి అని, బాక్టీరియా పట్టడాన్ని విబ్రోయోసిస్ అని పిలుస్తారు. ఇవన్నీ కూడా అక్కడక్కడ చెరువుల్లో కనబడుతున్నాయి. దీంతో రైతులు ఆందోళన చెందుతున్నారు. వీటిని నియంత్రణకు ఏం చేయాలో పాలుపోక సతమతమవుతున్నారు.

అత్యంత ప్రమాదకరమైంది వైరస్
రొయ్యలకు సోకే వ్యాధిలో అత్యంత ప్రమాదకరమైంది వైరస్. ఇది సోకిన రొయ్యలు నిర్విరామంగా గట్టు వెంబడి తిరుగుతాయి. దేహంపై తెల్లని మచ్చలు ఏర్పడతాయి. నీలిరంగులోకి మారిన రొయ్యలకు పూర్తిగా వైరస్ సోకినట్టు నిర్ధారిస్తారు. ఇవి జీర్ణగ్రంధి పాడై గుట్టలుగుట్టలుగా చనిపోతాయి. ఈ వైరస్ సోకిన రొయ్యలను వెంటనే గుర్తించకపోతే రైతుకు పెట్టుబడులు కూడా దక్కవు. చెరువుల్లో ఒక్క రొయ్య కూడా కన్పించదు.  ఈ వ్యాధి నివారణ కూడా కష్టమే.

ఫంగస్ వ్యాధి(ఈహెచ్‌పీ)
రొయ్య ఫంగస్ వ్యాధికి గురైతే ఎదుగు దల ఉండదు. ఈహెచ్‌పీ ఫంగస్ జీర్ణ గ్రంధికి వస్తోంది. చెరువుల్లో పెరిగిన రొయ్యలకు ఎంత మేత వేసినా ఎదుగుదల లేకపోవడంతో రైతు ఆర్థికంగా నష్టపోతాడు. ఈ వ్యాధి పిల్ల దశలోనే రొయ్యకు సోకుతోంది. ఆ దశలోనే గుర్తించి నివారణ చర్యలు చేపట్టాలి. ఈ వ్యాధిని ప్రభుత్వం గత ఏడాది గుర్తించింది.

అందుబాటులో లేని ల్యాబ్‌లు
రొయ్యలు వ్యాధులకు గురైతే నివారణ చర్యలు చేపట్టేందుకు ప్రభుత్వం కనీసం ల్యాబ్ సౌకర్యాన్ని కూడా కల్పించడంలేదనే విమర్శలు వెలువెత్తుతున్నాయి. కోస్తా జిల్లాల్లో వేలాది ఎకరాల్లో రొయ్యల సాగు సాగుతోంది. రైతులే శాస్త్రవేత్తలుగా ఆయా వ్యాధులను గుర్తించి నివారణ చర్యలు చేపడుతున్నారు. ప్రైవేటు ల్యాబ్‌లు అక్కడక్కడా ఉన్నా రైతులకు పూర్తి స్థాయిలో అందుబాటులో లేవు.

అసలే వ్యాధులు, ప్రతికూలవాతావరణంతో సతమతమవుతున్న రైతులకు సహాయసహకారాలు అందించాల్సిన ప్రభుత్వం ఆ దిశగా యత్నాలు సాగించడం లేదు. పెపైచ్చు ఆక్వా రంగంపై పన్ను విధించి కోట్లాది రూపాయల ఆదాయాన్ని సమకూర్చుకునేందుకు రంగం సిద్ధం చేసింది. ఆక్వా జోన్లను ఏర్పాటు చేసి చేపలు, రొయ్యల చెరువుల తవ్వకానికి భారీగా అనుమతులు మంజూరు చేసేందుకు యత్నిస్తోంది. తదనంతర చర్యగా రొయ్య, చేపల అమ్మకంపై పన్ను, ఎక్సైజ్ సుంకం, ఇతరత్రా సవా లక్ష పనులు విధించే యోచనలో ఉంది. ఇంతవరకూ ఆహారోత్పత్తుల కేటగిరిలో చేపలు, రొయ్యల సాగు, అమ్మకాలు, ఎగుమతులపై పన్ను లేదు. ఈ నేపథ్యంలో పన్ను విధింపునకు సిద్ధపడుతున్న ప్రభుత్వం ఆక్వా రైతుల బాగోగులనూ పట్టించుకోవాలని రైతులు కోరుతున్నారు.

సకాలంలో గుర్తించాలి
ప్రస్తుతం 50శాతం చెరువుల్లో ఫంగస్, 30 శాతం చెరువుల్లో వైరస్ వ్యాధులు కనిపిస్తున్నాయి. సీడ్ దశలో ఈ వ్యాధులు సోకితే నష్టం తీవ్రంగా ఉంటుంది. రొయ్యలు ఎదిగిన తర్వాత వస్తే ప్రభావం తక్కువగా ఉంటుంది. సీడ్ దశలో సకాలంలో గుర్తిస్తేనే నివారణ సాధ్యం.

East Godavari having highest number of shrimp hatcheries in India, a year-long certificate course in ‘Fish Culture and Hatcheries Management’ is being introduced for the first of its kind. Designed by the Indian Council for Agriculture Research’s (ICAR) Central Institute of Fisheries Education (CIFE), the certificate courses is expected to provide qualified manpower to at least a good number of the 167 hatcheries located in East Godavari district in the years to come.

The absence of qualified technical staff in the hatcheries is having its cascading affect on the aquaculture not only in the State, but in the entire country, as the hatcheries here supply the brood stock to aqua farmers from different States.

“Those who have passed SSC and in the age group of 15-45 years can apply for this certificate course, which is being introduced for the first time in India.

The CIFE has designed the syllabus and our experienced faculty members will take the classes every day,” says Muralidhar P. Andey, scientist and officer in-charge of the CIFE, Kakianda, located near the Burma Shell.

Only 20 seats are available in the course, which will be allocated on ‘first come first serve’ basis.

కోస్టల్ ఆక్వా కల్చర్ అథారిటీ (సీఏఏ) అనుమతులు లేకుండా తీరం వెంబడి పుట్టగొడుగుల్లా వెలసిన వెనామీ హేచరీల్లో ఉత్పత్తవుతున్న నాణ్యత లేని రొయ్య సీడ్ (పిల్లలు) రైతులను మరింతగా దెబ్బ తీస్తోంది. చెన్నై కేంద్రంగా పని చేస్తున్న రాజీవ్ గాంధీ సెంటర్ ఫర్ ఆక్వా కల్చర్ పరిధిలో 2016కి సంబంధించి తమిళనాడు, ఆంధ్రప్రదేశ్, పాండిచ్చేరి, ఒడిశా, గుజరాత్, కర్నాటక రాష్ట్రాల్లో 254 వెనామీ హేచరీలకు మాత్రమే సీఏఏ అనుమతి ఉంది. అనుమతి ఉన్న హేచరీలకు వాటి సామర్థ్యాన్ని బట్టి 400 నుంచి 10 వేలకు పైగా వ్యాధిరహిత (ఎస్‌పీఎఫ్) తల్లి రొయ్యలను సీఏఏయే సరఫరా చేసింది.

అమరావతి సుదీర్ఘమైన సముద్రతీరప్రాంతం ఉన్న జిల్లాల్లో ఆక్వా రంగంలో లక్ష్యాన్ని మించి ప్రగతి నమోదవుతోంది. 2015-16 ఆర్థిక సంవత్సరంలో వర్షాభావ పరిస్థితులతో ప్రతికూల వాతావరణంలోనూ లక్ష్యాలను అధిగమించారు. ఐదేళ్లలో ఆక్వా ఉత్పత్తులను వందశాతం పెంచాలన్న ఉద్దేశంతో ప్రభుత్వం ఆక్వా సాగుదారులకు అనేక రాయితీలు అందిస్తోంది. నూతన మత్స్యవిధానం ప్రకటించి ప్రోత్సాహం అందిస్తోంది. విద్యుత్తును రాయితీపై సరఫరా చేస్తోంది. ఆక్వారంగంలో మౌలిక సమస్యలపైన దృష్టిపెట్టిన ప్రభుత్వం అసైన్డు భూముల్లోనూ సాగుకు అనుమతించింది. ఒక్కొక్కటిగా సమస్యలు పరిష్కరిస్తున్న ప్రభుత్వం ఉత్పత్తుల పెంపునకు కార్యాచరణ ప్రణాళికలను అమలుచేస్తోంది. కృష్ణా జిల్లాలో ఉత్పత్తి చేస్తున్న ఆక్వా ఉత్పత్తులను విదేశాలకు ఎగుమతి చేసి మార్కెట్‌ విస్తృతి పెంచడానికి ప్రభుత్వం ప్రణాళికలు రచిస్తోంది. సముద్రతీర ప్రాంతంలో మౌలిక వసతులు మెరుగుపరచి ఎగుమతులకు అనుకూలంగా ఆక్వా ఉత్పత్తులను ప్రాసెసింగ్‌ చేయడానికి ఏర్పాట్లు చేస్తోంది. ఎంపెడా, ఎన్‌ఎఫ్‌డీబీ సహకారంతో ప్రాసెసింగ్‌ యూనిట్లు, మౌలికవసతుల కల్పనకు నిధులు వెచ్చిస్తోంది. ఆక్వారంగం ప్రాధాన్యతను గుర్తించిన ప్రభుత్వం నిధుల కేటాయింపును పెంచింది. రైతులకు ప్రోత్సాహకాలతోపాటు తక్కువ విస్తీర్ణంలో అధిక ఉత్పత్తులు సాధించేలా రైతులకు శిక్షణ ఇస్తోంది. 250 హెక్టార్లను క్లస్టర్‌గా ఏర్పాటుచేసి ప్రత్యేకంగా సాంకేతిక సిబ్బందిని నియమించింది.సాగులో సమస్యలను ఎప్పటికప్పుడు తెలుసుకుని అక్కడికక్కడే పరిష్కరించే దిశగా సాంకేతిక పరిజ్ఞానాన్ని ఉపయోగించుకుంటున్నారు. నాణ్యమైన ఉత్పత్తులను విదేశాలకు ఎగుమతి చేసే దిశగా ప్రయత్నాలు ముమ్మరమయ్యాయి. నాణ్యమైన రొయ్య పిల్లలను రైతులకు అందించాలనే ఉద్దేశంతో బాపట్లలో రూ.20కోట్లతో హేచరీని ఏర్పాటుచేస్తున్నారు.

సేంద్రియ వ్యవసాయం, కూరగాయల లాగ ఇక సేంద్రియ రొయ్యలు కూడా త్వరలో అందుబాటులోకి రానున్నాయి. విదేశాల్లో సేంద్రియ ఉత్పత్తులకు డిమాండ్ పెరుగుతుండటంతో సముద్ర ఉత్పత్తుల ఎగుమతి అభివృద్ధి సంస్థ (ఎంపెడా) సేంద్రియ ఆక్వా కల్చర్‌పై దృష్టి సారించింది. ఇందులో భాగంగా స్విట్జర్లాండ్‌కు చెందిన స్విస్ ఇంపో ర్టు ప్రమోషన్ ప్రోగ్రామ్ ఆర్గనైజేషన్ (ఎస్‌ఐపిపిఒ) సహకారంతో ఇండి యా ఆర్గానిక్ ఆక్వాకల్చర్ ప్రాజెక్టు (ఐఒఎపి)ను ఎంపెడా చేపట్టింది. ప్రయోగాత్మకంగా ఆంధ్రప్రదేశ్, కేరళలో ఫ్రెష్ వాటర్‌లో రొయ్యల సాగును సేంద్రియ విధానంలో సాగు చేసేందుకు ఎంపెడా ప్రోత్సహిస్తున్నది. సీడ్ సహా దాణా కూడా సేంద్రియ విధానంలో అభివృద్ధి చేసినవే ఉపయోగిస్తారు. రాష్ట్రం నుంచి వివిధ సముద్ర ఉత్పత్తులు దాదాపు ఏటా 7,000 కోట్ల రూపాయల వరకూ ఎగుమతి అవుతుంటాయి. అందులో ఎక్కువ భాగం రొయ్యలదే.
సముద్ర రొయ్యల లభ్యత తగ్గుతుండటం ఆందోళన కల్గిస్తున్నది. దీనికి తోడు గతంలో రాష్ట్రం నుంచి వెనామి రకం రొయ్యల ఎగుమతిపై యాంటిబయాటిక్స్ వినియోగం ప్రభావం చూపింది. అయితే దేశంలో రొయ్యల సాగును పర్యవేక్షించే కోస్టల్ అక్వాకల్చర్ అథారిటీ రొయ్యల పెంపకంలో కొన్ని రకాల యాంటిబయాటిక్స్ వినియోగాన్ని అనుమతించింది. అయతే రొయ్యల సాగులో ఎక్కువగా వినియోగించే కొన్ని రకాల యాంటిబయోటిక్స్‌ను యూరోపియన్ యూనియన్ నిషేధించింది. నిషేధిక యాంటిబయాటిక్స్ అవశేషాలు రొయ్యల్లో ఉన్నట్లు గుర్తించిన యూరోపియన్ యూనియన్ వాటిని తిరస్కరించిన సందర్భాలు ఉన్నా యి. దీనిని దృష్టిలో ఉంచుకుని సేంద్రియ విధానంలో రొయ్యల సాగును చేపట్టేందుకు నిర్ణయించారు. సేంద్రియ ఎరువులు, శుద్ధ చేసిన ఆవుపేడ వంటివి ఉపయోగించి తయారు చేసిన సూక్ష్మ పోషకాలు, ఒక రకమైన నాచు వంటివి వినియోగించి రొయ్యల చెరువు అభివృద్ధి చేస్తారని ఎంపెడా ఆంధ్ర డివిజన్ (ఆక్వాకల్చర్) డిప్యూటీ డైరెక్టర్ డాక్టర్ ఎస్ స్కందన్ తెలిపారు. సాధారణగా ప్రత్యేక నాచు తయారు చేసేందుకు రసాయనిక పదార్థాలు ఉపయోగిస్తారని వివరించారు. సీడ్ కూడా సేంద్రియ విధానంలో తయా రు చేసి అధీకృత డీలర్లు సరఫరా చేస్తారని వివరించారు.
జర్మనీకి చెందిన ఒక సంస్థ సేంద్రియ రొయ్యల సాగుకు సంబంధించి ఒక అధ్యయనం చేసి ఇందుకు అనువుగా ఉన్న ప్రాంతాలుగా కేరళ, ఆంధ్రప్రదేశ్‌లను గుర్తించింది. 52 హెక్టార్లలో ఫ్రెష్ వాటర్, 10 హెక్టార్లలో బ్రేకిష్‌వాటర్‌లో చేపట్టేందుకు నిర్ణయించారు. ఇందుకు అవసరపైన టైగర్ సీడ్‌ను ఎంపిక చేసిన హ్యాచరీల నుంచి సరఫరా చేస్తున్నారు. అయితే సేంద్రియ విధానంలో రొ య్యల సాగును చేపట్టాలని భావిం చే రైతులు చాలా అప్రమత్తంగా వ్యవహరించాల్సి ఉంటుందని స్ప ష్టం చేశారు. ఉభయ గోదావరి జిలా లల్లో ప్రయోగాత్మకంగా చేపడుతున్నామని, రైతులకు సీడ్, దాణా రాయితీపై సరఫరా చేస్తున్నామన్నారు.

ఆక్వా రంగంలో  తరచూ మారే ఉష్నోగ్రతలలో హెచ్చు తగ్గుల వల్ల ఆక్సిజన్ స్తాయి జలరాసులకు ప్రాణ సంకటంగా మారింది. ఈ పరిస్థితిని నివారించడానికి లేదు. దీనితో రైతులు అనూహ్యంగా నష్టాలను చవిచూస్తున్నారు.  ఈ సమస్య పరిష్కారానికి గుంటూరు ఆచార్య నాగార్జున వర్సిటీ ఇంజినీరింగ్ కళాశాల అధ్యాపక సిబ్బంది ఒక పరికరాన్ని రూపొందించారు. సెన్సార్ సహాయం తో పనిచేసే ఈ పరికరం ద్వారా నీటి ఉష్ణోగ్రత హెచ్చు తగ్గులను, ఆక్షిజన్  మరియు నీటి ph స్తాయిలను ఎప్పటికప్పుడు తెలుసుకోవచ్చు , అంతేకాకుండా ఆ సమాచారాన్ని మీరు ఎక్కడ ఉన్న మీ సెల్ ఫోన్ కు మెసేజ్ ద్వారా మీకు తెలియచేస్తుంది. వైర్లెస్ పరిజ్ఞానం తో పనిచేసే ఈ పరికరాన్ని రేపల్లె, గుడ్లవల్లేరు ప్రాంతాల్లో ఎందరో రైతులకు అందించి బాసటగా నిలిచారు.

ఆక్వా రంగం ద్వారా ఏటా రూ.39వేల కోట్ల ఆదాయంతో రొయ్యల సాగులో దేశంలోనే ఆంధ్రప్రదేశ్‌ నెంబర్‌వన్‌గా ఉందని వ్యవసాయ శాఖ మంత్రి ప్రత్తిపాటి పుల్లారావు పేర్కొన్నారు. రాష్ట్రంలో 1.78 లక్షల హెక్టార్లలో ఆక్వా సాగు చేస్తున్నారని, దీనివల్ల ప్రత్యక్షంగా, పరోక్షంగా 18 లక్షల మంది రైతులు లబ్ధి పొందుతున్నారన్నారు. ఏటా రూ.39వేల కోట్ల ఆదాయం లభిస్తుండగా ఇందులో విదేశీమారక ద్రవ్యం రూ.16వేల కోట్లు ఉందన్నారు.

దేశం లో రొయ్య ఉత్పత్తి, ఎగుమతుల్లో 45 శాతం వాటా ఏపీ కలిగి ఉందని, భవిష్యత్తులో ఈ రంగాన్ని మరింత అభివృద్ధి చేసేందుకు సంస్కరణలు తీసుకురానున్నామన్నారు. ఎంపెడా, ఫిష్‌ డెవల్‌పమెంట్‌ సంయుక్తంగా చేపల మార్కెట్లను ఆఽధునికీకరిస్తాయని, మత్స్యకారులను ఆదుకునే విధంగా చంద్రన్న బీమా పథకాన్ని వర్తింపజేస్తామని ప్రకటించారు. రూ.15 చెల్లిస్తే మత్స్యకారులకు రూ.5 లక్షల వరకు బీమా అందుతుందని, ప్రస్తుతం ఈ బీమా కోసం రూ.131 కోట్లు ఖర్చు చేస్తున్నామన్నారు. రొయ్యలకు రోగ నిర్ధారణ కోసం అంతర్జాతీయ స్థాయి ప్రమాణాలతో విశాఖపట్నం, నెల్లూరు జిల్లా కావలి వద్ద కేంద్రాలు ఏర్పాటు చేయనున్నామన్నారు.

ఆక్వా రంగాన్ని వ్యవసాయ రంగంగా గుర్తించాలని కేంద్రంపై ఒత్తిడి తెస్తున్నామని, త్వరలో ఇది కార్యరూపం దాలుస్తుందని ఆశాభావం వ్యక్తం చేశారు. ఇది అమలులోకి వస్తే బ్యాంకులు అందించే రుణాలకు వడ్డీ శా తం తగ్గింపు, ఇతర రాయితీలు నేరుగా సాగుదారులకు అందుతాయన్నారు. విద్యుత్‌చార్జీలు తగ్గించే విధంగా నిర్ణ యం తీసుకుని యూనిట్‌కు రూ.6.03 పైసల నుంచి రూ. 3.75 పైసలు ప్రస్తుతం వసూలుచేసే విధంగా ఆదేశాలు ఇచ్చామన్నారు. ఆక్వా ఫీడ్‌ ప్రాసెసింగ్‌ యూనిట్లు నెలకొల్పే నిరుద్యోగులకు రూ.5-7 కోట్ల వరకు రుణం అందించి ఇందులో 50 శాతం సబ్సిడీ ఇస్తామన్నా రు. రొయ్యల ఎగుమతిదారులకు కేంద్ర, రాష్ట్ర ప్రభుత్వాలు ఎన్నో వసతులు కల్పిస్తున్నాయని, ఏపీ నుంచి నేరుగా జపా న్‌, చైనాలకు రొయ్య ఎగుమతి చేసేందుకు అనుమతులు ఇస్తామన్నారు. దీనివల్ల ఆక్వా రైతులకు ఎంతో మేలు జరుగుతుందన్నారు. తీరప్రాంతాల్లోని డీకేటీ భూముల్లోనూ ఆక్వా సాగుకు అనుమతిస్తున్నట్లు తెలిపారు

MPEDA and the AP government will set up two aquatic quarantine facilities in Visakhapatnam and Nellore to encourage farming of L. Vannamei, a brood stock imported in large quantity.

Also known as white-leg shrimp, Vannamei has become quite popular among exporters due to its demand in Europe, the United States and other areas.

It is priced less than tiger and other export-centric shrimp and is known for its high culinary value. A.P., which has 974-km coastline, the largest after Gujarat, is the leading exporter of seafood in the country.

“We will shortly open world-class testing labs along with other facilities in Visakhapatnam and Nellore – two leading seafood export centres,” Minister for Agriculture and Marketing Prathipati Pulla Rao told . The facilities will have quarantine cubicles, full-fledged labs to screen pathogens, fumigation chamber and trucks to transport the brood stock with thermo-controlled insulation. At present, for want of testing facility, farmers from AP are depending on Chennai to conduct the tests. L Vannamei testing lab was introduced in Cehnnai in 2009 by the MPEDA, which is under the Ministry of Commerce. Coastal Aquaculture Authority is the agency which regulates the breeding of Vannamei. Visakhapatnam, as per a report prepared by the MPEDA, was the largest seafood landing centre for exports with the consignments sent from Visakhapatnam Port during 2014-15 valued at Rs.7,578 crore.

“With white shrimp culture becoming popular, achieving our export turnover of $6 billion by 2020 will become easy once the quarantine facilities come up in Visakhapatnam and Nellore. We also wanted one more set up in Kakinada,” said Federation of Indian Fisheries Industries president Y.G.K. Murti.

Frozen shrimp formed 67.19 per cent of seafood exports worth Rs.33,441 crore during 2014-15. The industry has been demanding development of cold storage, value addition and airlifting of tuna and other high-value sea-captured fish from Visakhapatnam International Airport to increase foreign exchange earnings.

దేశంలో ఆక్వా రంగాన్ని మరింత అభివృద్ది చేసేందుకు ప్రభుత్వం  అన్నిరకాలుగా కృషి చేస్తుంది. రైతాంగానికి కావాల్సిన సదుపాయాలను కల్పించనుంది. 2020 నాటికి దేశంలోని 60 బిలియన్ మెట్రిక్ టన్నుల ఆక్వా ఉత్పత్తులను ఉత్పత్తి చేసేందుకు లక్ష్యంగా నిర్దేశించుకుందని ఎంపెడా ఛైర్మన్ జయతిలక్ తెలిపారు. ఈ లక్ష్యాన్ని సాధించేందుకు ప్రభుత్వశాఖలతో పాటు రైతాంగం పూర్తిగా సహకరించాలని కోరారు. శుక్రవారం భీమవరంలో సముద్ర ఎగుమతుల సంస్ధ (ఎంపెడా) వివిధశాఖల అధికారులు, ఆక్వా రైతులతో సమావేశాన్ని ఏర్పాటుచేశారు.

ఈ సమావేశానికి మత్స్యశాఖ కమిషనర్ రమాశంకర్ నాయక్, ఎంపీ డాక్టర్ గోకరాజు గంగరాజు, ఎమ్మెల్యే పులపర్తి రామాంజనేయులు హజరయ్యారు. ఈ సందర్భంగా ఎంపెడా చైర్మన్ జయతిలక్ మాట్లాడుతూ దేశంలోని అధికశాతం ఆక్వా ఉత్పత్తులను ఎగుమతి చేసేది ఆంధ్రప్రదేశ్ రాష్టమ్రేనని తెలిపారు. ఈ రాష్ట్రంలో కేవలం 19 కిలోమీటర్ల మేర సముద్రతీర ప్రాంతమున్న పశ్చిమగోదావరి జిల్లా నుంచే ఎగుమతులు జరుగుతున్నాయని ఎంపెడా భారత ప్రభుత్వానికి నివేదించిందన్నారు. ఎన్నో అష్టకష్టాలు పడుతున్న ఆక్వా రైతాంగాన్ని అన్నిరకాలుగా ఆదుకుంటామన్నారు. ఈ ప్రాంతం నుండి రొయ్య ఎగుమతులు ఎక్కువగా జరుగుతున్నాయని, దీంతో పాటు దేశీయ మార్కెట్‌లో చేపలు కూడా అందుబాటులో ఉన్నాయన్నారు. పీతల పెంపకం కూడా ఈ ప్రాంతంలోనే ఎక్కువగా జరుగుతుందన్నారు. దేశానికే ఆంధ్రప్రదేశ్ రానున్న రోజుల్లో అత్యధిక ఆక్వా ఉత్పత్తులు ఎగుమతి చేసేందుకు ఎంపెడా తమ వంతు సహాయ సహకారాలు అందిస్తుందని జయతిలక్ చెప్పారు.

మత్య్సశాఖ కమిషనర్ రమాశంకర్ నాయక్ మాట్లాడుతూ మత్స్యశాఖ ఆధ్వర్యంలో ఆక్వా రంగాన్ని అన్నిరకాలుగా అభివృద్ధి చేస్తున్నామన్నారు. మత్స్య సంపద ఎక్కువగా ఉన్న ప్రాంతం పశ్చిమగోదావరి జిల్లా అని, ఇక్కడి రైతులు తమకు తాముగా పరిశోధనలు చేసి మత్స్య సంపను పెంచుతున్నారన్నారు. జిల్లా కలెక్టర్ కాటంనేని భాస్కర్ మాట్లాడుతూ డెల్టాప్రాంతం వరిపండించేందుకు అనుకూలమైందన్నారు. నాడు కాటన్ మహాశయుడు తిండి గింజలు పండించడానికి గోదావరి జలాలను ఇక్కడకు తీసుకురావడం జరిగిందన్నారు. అయితే ఎంతో చైతన్యవంతమైన డెల్టా రైతాంగం ఆక్వా రంగం పైనే అధిక ఆదాయం వస్తుందని గుర్తించి, ఈ రంగం పై దృష్టిసారించడం జరిగిందన్నారు. రానున్న రోజుల్లో జిల్లాలోని ఆక్వా జోన్‌లను గుర్తించి ఈ ఉత్పత్తులను పెంచేందుకు అన్నిరకాల ఏర్పాట్లు చేస్తున్నామని తెలిపారు.

ఎమ్మెల్యే పులపర్తి రామాంజనేయులు మాట్లాడుతూ ఎగుమతుల్లో భీమవరానికి టౌన్ ఆఫ్ ఎక్స్‌లెన్సీని భారత ప్రభుత్వం ప్రకటించిందని, కాని ఇంతవరకు నిధులు విడుదల కాలేదన్నారు. ఈ నిధులు విడుదలైతే ఆక్వా రంగానికి చేయూతనివచ్చునన్నారు. అత్యవసర పరిస్థితుల్లో వారికి అవసరమైన ఫుడ్‌పార్కులను ఏర్పాటుచేసుకోవడం, విద్యుత్ సరఫరా ఏర్పాటు, ఆక్వా సాగు అభివృద్ధి చేయడం, రహదారులు, డ్రైయిన్లు నిర్మాణం వంటివి చేసుకోవచ్చునన్నారు. దీనిపై స్పందించిన ఎంపి డాక్టర్ గోకరాజు గంగరాజు టౌన్ ఆఫ్ ఎక్స్‌లెన్సీ నిధులు తీసుకువచ్చేందుకు తన వంతు కృషి చేస్తానని హామీ ఇచ్చారు. వివిధశాఖల అధికారులు, రైతులు ఆక్వా రంగ అభివృద్ధికి ఎంపెడాకు సలహాలు, సూచనలు అందించారు.
